Not sure if you really need the SysEx ID, but you can always use 0x7d for the development purpose.

I believe UTF8 is the most common encoding in MIDI files regardless of what the specs say.

Third byte is the device ID. 10 means for the device 10, 7f means for all devices. Check the specs 🙂
