I did find the right link on the parent page https://midi.org/midi-1-0-core-specifications in the "MIDI 1.0 DETAILED SPECIFICATION 537.88 KB" box where the DOWNLOAD button does seem to properly send M1_v4-2-1_MIDI_1-0_Detailed_Specification_96-1-4.pdf .
