I'm running EastWest Hollywood Orchestra Gold on Cubase Elements 9.5

Some patches (like the 10 Cellos Section) do not respond to any curves drawn in the track's CC7 control lane. With other patches (like the Solo Cello) it works just fine.

What could be the problem?

Well, I don't know what CC7 Control Lane Input is, maybe it would help if you explained this.

Controller 7 is usually Channel Volume.

I don't know how the systems you refer to operate, but it is not at all unreasonable that different sounds/instruments may respond differently to certain controllers. For example, a sound that has inherent vibrato may not respond to vibrato, and sound that has inherent fixed pitch might not respond to pitch bend. For some reason, maybe perfectly good musically, the designers of this system may have decided that a solo cello can respond to this variety of CC7, but the ensemble cello sound should not.

Does the sound respond to individual CC7 commands positioned during the span of the note?

As in Set volume, note on......incr volume.......incr volume ........incr volume ........note off.
