Is there someone who can explain exactly MIDI Clock measures, namely in a MIDIizer MTS 1000, transform from SMPTE time code?

It never occurred to me that this machine would have a software program to guard against variations in frequency while changing the duration. Which system then was in place? Alternatively, how did this kind of MIDI sync box adjust the pace without altering the music by using MIDI clock strategies?
