I want to try and learn how to make music on a computer but I can't even get started! I have searched the website and all I can seem to find are instructions on how to operate MIDI and not actually how to download it. I might either be really blind or I'm not in the know of how these things work, but I really want to be able to make music myself, and this was the software recommended to me. Sorry for the inconvenience for my confusion.

MIDI is a specification that allows hardware and software from different manufacturers to interoperate.

See en.wikipedia.org/wiki/Comparison_of_MIDI_editors_and_sequencers.

As Clemens has said, the MMA is about setting the standards for manufacturers to follow.
It's not a producer and marketer of software.

If you do a web search using the following term "free midi sequencing software" you should get a lot of software suggestions.
If you want to pay for a professional package just miss out the word "free".
There's loads of programs out there.

If someone told you about "downloading the MIDI", please do not listen them anymore. MIDI is not a software product that you can download. There are hardware and software products that implement MIDI standards, which may be found elsewere (not directly at this site).

Another thought in addition to the other answers: are you hunting for software for your computer? In that case, the first filter you must apply must be the Operating System. There is multiplatform software, but most of the time you need to find if the software that you want is available for the OS of your machine, and the limits established by the OS on the features that you need.

If you're question comes out on which software you should use to create MIDI-files than Sekaiju from the Open MIDI Project might be helpful for you
