FYI, the "MPE" specification is now available for download in the "Specs" section.
Specifically, the link is on the "Complete MIDI 1.0 Detailed Specification" page, under "Supplemental Specifications [after 1996]".

In case anyone is searching for the latest MPE spec, it was updated to v1.1 in April of 2022.
The new file name is M1-100-UM_v1-1_MIDI_Polyphonic_Expression_Specification.
According to the version history, "Updated for clarity. No technical design changes."
PDF is not a permitted file type for uploads. If the moderator agrees, it could be zipped and uploaded to this chat group. Otherwise, search the MMA site for that file.
